If you didn't tell me what was in the second sentence, I would say yes. Knowing that, however, I'd say that it is hard to tell. He either does like you, or he is just a big flirt. I think the bigger question here is do you like him? If you are attracted to him, ask him if you like him. If you can't do it in person, the phone, IM, txt, etc. are always viable options.
