My current boss doesn't want to give me a recommendation letter,stopping me to work anywhere.Is that legal?

I am an ESL teacher in China.I had an argument with my current boss and now he doesn't want to put a stamp on my recommendation letter which is stopping me to get work anywhere in China because such letter is important when you apply for a legal work here.
