UK tax hike to stem flow of foreign players to premiership?

According to Arsene Wenger the increased tax on pay over �150,000 may stop those foreign mercenaries coming to England, has Alistair Darling actually done us English supporters a favour? Seems to good to be true to me..... might we eventually see English teams with English players?
