Why do Union supporter believe Boeing is required to open union shops only?

The National Labor Relations Board, among other union supporters are suing Boeing for opening a shop in NC, a right to work state, as opposed to opening another shop in WA, which would have to be union. Why do unions and their supporters feel they are somehow entitled to work for Boeing, and how on Earth could Boeing be breaking the law, as suggested by the NLRB?
